Visiting Mauritius in 2015, Prime Minister Narendra Modi laid the foundation of Vision SAGAR, which stands for “Security and Growth for All in the Region\u201d. This proved to be a major milestone for India\u2019s engagement with countries in the Indian Ocean Region, particularly when it came to connectivity, capacity building, disaster management, and people-to-people ties.<\/p>\n Ten years later, another visit to Mauritius by Prime Minister Modi set the stage for the launch of Vision MAHASAGAR, or “Mutual and Holistic Advancement for Security and Growth Across Regions\u201d<\/p>\n \u201cTen years ago, the foundation of Vision SAGAR, which stands for “Security and Growth for All in the Region\u201d was laid here in Mauritius. We\u2019re moving ahead with the SAGAR Vision for the stability and prosperity of this region,\u201d he said during the course of his press statement alongside Mauritius Prime Minister Navinchandra Ramgoolam on Wednesday (March 12, 2025).<\/p>\n \u201cToday, building upon this, I want to say that our vision for Global South will be – going beyond SAGAR – it will be MAHASAGAR, i.e. “Mutual and Holistic Advancement for Security and Growth Across Regions\u201d.\u00a0<\/p>\n Prime Minister Modi was addressing the media after extensive high-level discussions during a two-day visit which also saw him attending the Mauritius National Day celebrations as the Chief Guest.<\/p>\n According to Prime Minister Modi, this shall encompass the ideas of trade for development, capacity building for sustainable growth, and mutual security for a shared future. \u201cUnder this, we will extend cooperation through technology sharing, concessional loans and grants,\u201d Prime Minister Modi stated.<\/p>\n Prime Minister Modi described Mauritius as India\u2019s important partner in the Global South, the Indian Ocean and the African Continent.<\/p>\n Foreign Secretary Vikram Misri also discussed this during a special media briefing on Prime Minister Modi\u2019s visit to Mauritius. \u201cThis is taking forward, in a sense, vision SAGAR by making it more comprehensive, and connecting different regions,\u201d he noted.\u00a0<\/p>\n He highlighted India\u2019s initiatives with the interests of the Global South at the center, including three Voice of the Global South summits. \u201cThe objective was also to bring the voice of the Global South to the global high table. We did that also through our presidency of the G20,\u201d Foreign Secretary Misri pointed out.\u00a0<\/p>\n \u201cIn advancing Vision MAHASAGAR, we are demonstrating and signaling once again our commitment to the Global South. The vision will focus on trade, and capacity building for sustainable growth. There will be focus on activities related to mutual security.
