there is \u201cno doubt\u201d the United States will support security efforts in Ukraine after 26 European countries pledged to send troops to the war-battered country after fighting ends.<\/p>\n<p>Macron spoke after a meeting of the so-called <a href=\"http:\/\/www.aljazeera.com\/news\/2025\/3\/3\/russia-ukraine-war-whats-a-coalition-of-the-willing-europes-new-plan\">coalition of the willing<\/a> in Paris on Thursday that was followed by a video call to United States President Donald Trump aiming to get a clearer sense of Washington\u2019s commitment to Ukrainian security, and that Washington would collaborate with European countries in imposing new sanctions if Russia were to continue to refuse a deal to end the three-and-a-half-year <a href=\"http:\/\/www.aljazeera.com\/news\/2025\/9\/4\/ukraine-knocks-out-russian-refineries-as-russia-kills-dozens-in-kyiv\">war.<\/a><\/p>\n<p>The summit in Paris included European leaders, with Ukrainian President Volodymyr Zelenskyy and Trump\u2019s special envoy Steve Witkoff in attendance, and was part of a push to show Europe\u2019s ability to act independently after <a href=\"http:\/\/www.aljazeera.com\/news\/2025\/8\/21\/a-week-of-summits-reveals-trump-is-closer-to-moscow-than-europe\">mixed signals<\/a> from Washington since Trump entered office in January.<\/p>\n<p>Reporting from Paris, Al Jazeera\u2019s Natacha Butler said that Macron had indicated the call with Trump was \u201cpositive\u201d, with further news to come on what the US might have to offer in terms of security guarantees.<\/p>\n<p>\u201cUntil now, that has been very vague indeed,\u201d she said, noting that Trump had previously said that US troops would not be sent to Ukraine.<\/p>\n<p>Experts say that any European operation would hinge on the US providing intelligence support and airpower in countries outside Ukraine.<\/p>\n<h2 id=\"concrete-step\">\u2018Concrete step\u2019<\/h2>\n<p>The guarantees by the 26 countries in the coalition of the willing \u2013 largely European, with the inclusion of Canada, Australia and Japan \u2013 are expected to include ramped-up training for the Ukrainian army and deployment of troops by some European states.<\/p>\n<p>\u201cWe have today 26 countries who have formally committed \u2026 to deploy as \u2018reassurance force\u2019 troops in Ukraine, or be present on the ground, in the sea, or in the air,\u201d Macron said alongside Zelenskyy.<\/p>\n<p>He specified that troops would not be deployed \u201con the front line\u201d and would aim to \u201cprevent any new major aggression\u201d.<\/p>\n<p>Zelensky hailed the move: \u201cI think that today, for the first time in a long time, this is the first such serious concrete step,\u201d he said.<\/p>\n<p>During the summit, United Kingdom Prime Minister Keir Starmer said it was necessary \u201cto go even further to apply pressure on Putin to secure a cessation of hostilities\u201d, a Downing Street spokeswoman said.<\/p>\n<p>German Chancellor Friedrich Merz also urged more pressure, but remained cautious about the scope of involvement.<\/p>\n<p>\u201cGermany will decide on military involvement at the appropriate time once the framework conditions have been clarified,\u201d a government spokesman said after the summit.<\/p>\n<p>Italian Prime Minister Giorgia Meloni\u2019s office said her country would not send troops to Ukraine, but it could help monitor any potential peace deal.<\/p>\n<h2 id=\"peace-talks-stall\">Peace talks stall<\/h2>\n<p>Countries met to discuss Ukraine\u2019s security amid growing concern that Russian President Vladimir Putin is currently showing no interest in a peace accord, with alarm intensifying after his high-profile visit to Beijing this week.<\/p>\n<p>Al Jazeera\u2019s Butler said that while Zelenskyy was \u201cvery pleased that things seemed to be moving forward\u201d, he had said Putin had \u201cno intention of coming to the table for any form of peace talks\u201d.<\/p>\n<p>Putin had earlier said he would be willing to meet Zelenskyy in Moscow, a call that many viewed as a call for capitulation.<\/p>\n<p><a href=\"http:\/\/www.aljazeera.com\/news\/2025\/9\/4\/trump-says-he-has-pressured-putin-for-ukraine-truce-so-what-has-he-done\">Trump<\/a>, who has not yet managed to broker talks between Zelenskyy and Putin, warned this week that the Russian leader would \u201c<a href=\"http:\/\/www.aljazeera.com\/news\/2025\/9\/3\/putin-open-to-meet-zelenskyy-in-moscow-kyiv-says-unacceptable\">see things happen<\/a>\u201d if he was unhappy with Moscow\u2019s next steps.<\/p>\n<p>Putin has said Moscow is willing to \u201cresolve all our tasks militarily\u201d in the absence of a peace deal acceptable to the Kremlin. He has also indicated he does not want to see European troops in post-war Ukraine,<\/p>\n<p>\u201cIt\u2019s not for them to decide,\u201d NATO chief Mark Rutte shot back Thursday. \u201cI think we really have to stop making Putin too powerful.\u201d<\/p>\n<h2 id=\"trump-dissatisfied\">Trump \u2018dissatisfied\u2019<\/h2>\n<p>Following the video call with Trump, Zelenskyy said the US president was \u201cvery dissatisfied\u201d that European countries were still buying Russian oil, pointing the finger specifically at \u201cHungary and Slovakia\u201d.<\/p>\n<p>The European Union imposed a ban on most oil imports from Russia in 2022, but it made an exception for imports to Slovakia and Hungary to give the landlocked central European countries time to find alternative oil supplies.<\/p>\n<p>Ukraine has targeted Russia\u2019s Druzhba oil pipeline, which carries Russian oil to Slovakia and Hungary, throughout the conflict. Both nations have asked the European Commission to act against Ukraine\u2019s attacks.<\/p>\n<p>A White House official cited by news agency Reuters confirmed that Trump had \u201cemphasised\u201d that European countries must stop purchasing Russian oil, adding that Russia received 1.1 billion euros ($1.28bn) in fuel sales from the EU in one year.<\/p>\n<p>\u201cThe president also emphasised that European leaders must place economic pressure on China for funding Russia\u2019s war efforts,\u201d the official said.<\/p>\n<p>The European Commission has proposed legislation to phase out EU imports of Russian oil and gas by January 1, 2028.<\/p>\n<p>The Trump administration has also imposed tariffs on India for buying Russian oil in efforts to pressure the Kremlin to end the war.
