Diplomatic sources have told Al Jazeera that Hamas\u2019s negotiating team is studying Trump\u2019s <a href=\"http:\/\/www.aljazeera.com\/news\/2025\/9\/29\/trump-and-netanyahu-discussed-proposal-for-ending-war-in-gaza\">plan<\/a> to end the war.<\/p>\n<p data-start=\"195\" data-end=\"373\">Here are the key takeaways:<\/p>\n<h2 id=\"trump-thanks-netanyahu-for-agreeing-to-the-plan\" data-start=\"195\" data-end=\"373\">Trump thanks Netanyahu for agreeing to the plan<\/h2>\n<p id=\"thank-you-very-much-everybody-this-is-a-big-big-day-a-beautiful-day-potentially-one-of-the-great-days-ever-in-civilisation-trump-said-as-the-press-conference-started\" data-start=\"195\" data-end=\"373\">\u201cThank you very much, everybody. Gaza is one thing, but we\u2019re talking about much beyond Gaza. The whole deal, everything getting solved. It\u2019s called peace in the Middle East,\u201d he added.<\/p>\n<p>\u201cPrime Minister Netanyahu and I have just concluded an important meeting on many vital issues, including Iran, trade, the expansion of the Abraham Accords, and, most importantly, we discussed how to end the war in Gaza, but it\u2019s just a part of the bigger picture, which is peace in the Middle East, and let\u2019s call it eternal peace in the Middle East,\u201d Trump said.<\/p>\n<p>He thanked Netanyahu and leaders from the Middle East, as well as Turkiye, Indonesia, Pakistan and Europe.<\/p>\n<figure id=\"attachment_3994488\" aria-describedby=\"caption-attachment-3994488\"><img decoding=\"async\" data-recalc-dims=\"1\" loading=\"lazy\" src=\"http:\/\/www.aljazeera.com\/wp-content\/uploads\/2025\/09\/2025-09-29T184330Z_507369369_RC2U1HA2IS3S_RTRMADP_3_USA-TRUMP-ISRAEL-1759173576.jpg?w=770&#038;resize=770%2C513&#038;quality=80\" alt=\"Trump\" fetchpriority=\"low\"><figcaption id=\"caption-attachment-3994488\">US President Donald Trump [Jonathan Ernst\/Reuters]<\/figcaption><\/figure>\n<h2 id=\"trump-introduces-his-plan\">Trump introduces his plan<\/h2>\n<p data-start=\"129\" data-end=\"291\">Trump introduced <a href=\"http:\/\/www.aljazeera.com\/news\/2025\/9\/29\/trumps-gaza-peace-plan-welcomed-by-arab-and-islamic-countries-the-west\">his plan<\/a> to end the war, noting that many countries had contributed to its development.<\/p>\n<p data-start=\"293\" data-end=\"499\">\u201cThis afternoon, after extensive consultation with our friends and partners throughout the region, I\u2019m formally releasing our principles for peace, which people have really liked, I must say,\u201d Trump said.<\/p>\n<p data-start=\"501\" data-end=\"568\">He went on to outline some of the central commitments in the plan:<\/p>\n<p data-start=\"570\" data-end=\"1019\">\u201cUnder the plan, Arab and Muslim countries have committed, and in writing, in many cases \u2026 to demilitarise Gaza, and that\u2019s quickly. Decommission the military capabilities of Hamas and all other terror organisations. Do that immediately,\u201d he said.<\/p>\n<p data-start=\"570\" data-end=\"1019\">\u201cWe\u2019re relying on the countries\u2026\u00a0 to deal with Hamas. And I\u2019m hearing that Hamas wants to get this done, too. That\u2019s a good thing,\u201d he added.<\/p>\n<blockquote>\n<p lang=\"en\" dir=\"ltr\">&#8220;The United States will establish a dialogue between Israel and the Palestinians to agree on a political horizon for PEACEFUL and prosperous co-existence.&#8221; <a href=\"https:\/\/t.co\/Vk7K5YNIhj\">https:\/\/t.co\/Vk7K5YNIhj<\/a><\/p>\n<p>\u2014 The White House (@WhiteHouse) <a href=\"https:\/\/twitter.com\/WhiteHouse\/status\/1972739017117683891?ref_src=twsrc%5Etfw\">September 29, 2025<\/a><\/p>\n<\/blockquote>\n<p data-start=\"570\" data-end=\"1019\">He then expanded on dismantling Hamas\u2019s operational capacity.<\/p>\n<p>\u201cAnd destroy all terror infrastructure \u2026 including the tunnels, weapons and production facilities. There\u2019s a lot of production facilities that we\u2019re destroying. It\u2019ll also help train local police forces in the areas that we\u2019re discussing, right now, in particular in and around Gaza, working with the new transitional authority in Gaza.\u201d<\/p>\n<p data-start=\"570\" data-end=\"1019\">Turning back to the role of Arab and Muslim nations, Trump emphasised the need for collaboration.<\/p>\n<figure id=\"attachment_3995566\" aria-describedby=\"caption-attachment-3995566\"><img decoding=\"async\" data-recalc-dims=\"1\" loading=\"lazy\" src=\"http:\/\/www.aljazeera.com\/wp-content\/uploads\/2025\/09\/INTERACTIVE-Trump-20-point-Gaza-plan-1759216486.png?quality=80\" alt=\"INTERACTIVE Trump 20-point Gaza plan-1759216486\" data-interactive=\"true\" fetchpriority=\"low\"><figcaption id=\"caption-attachment-3995566\">(Al Jazeera)<\/figcaption><\/figure>\n<p>\u201cArab and Muslim nations need to be allowed the chance to fulfil these commitments of dealing with Hamas. They have to deal with them because they were the one group that we have not dealt with. I haven\u2019t dealt with them.\u201d<\/p>\n<p>\u201cBut the Arab countries are going to, and Muslim countries, are going to be dealing with Hamas. And I believe they\u2019ve already been there. I think they probably have an understanding. They haven\u2019t, maybe, mentioned that, but I would imagine they do. Otherwise, they wouldn\u2019t have gone as far as they\u2019ve gone.\u201d<\/p>\n<h2 id=\"governing-gaza\">Governing Gaza<\/h2>\n<p>Under Trump\u2019s plan, a \u201ctechnocratic\u201d <a href=\"http:\/\/www.aljazeera.com\/news\/2025\/9\/29\/five-unanswered-questions-about-trumps-gaza-plan\">leadership<\/a> of Palestinians, unaffiliated with any political faction, will govern Gaza on a day-to-day basis after the end of the war.<\/p>\n<p>But that Palestinian leadership will be selected not by the Palestinian people, but by a new international body that would oversee the implementation of the peace plan. Trump said this organisation, called the \u201cboard of peace\u201d, would be tasked with ensuring the agreement\u2019s success and bringing together key regional and international leaders.<\/p>\n<p>He said that the oversight body would be chaired by him, personally.<\/p>\n<p>\u201cIt would be headed by a gentleman known as President Donald J Trump of the United States. That\u2019s what I want, some extra work to do, but it\u2019s so important that I\u2019m willing to do it,\u201d Trump said.<\/p>\n<p>Trump explained that the body would also include other leaders.<\/p>\n<p>\u201cWe\u2019ll do it right \u2026 We\u2019ll have a board. One of the people that wants to be on the board is the UK former Prime Minister Tony Blair. Good man, very good man. And some others.\u201d<\/p>\n<p>\u201cHamas and other terrorist factions will play no role in the board,\u201d Trump added.<\/p>\n<h2 id=\"gaza-s-security-and-long-term-governance\">Gaza\u2019s security and long-term governance<\/h2>\n<p>Trump\u2019s plan speaks of an international stabilisation force (ISF) that the US and its Arab and other partners will set up to oversee the security of Gaza after Hamas is demilitarised.<\/p>\n<p>\u201cThis force will be the long-term internal security solution. The ISF will work with Israel and Egypt to help secure border areas, along with newly trained Palestinian police forces,\u201d the plan outlines.<\/p>\n<p>But Netanyahu, standing next to Trump at the news conference, suggested that Israel has other ideas.<\/p>\n<p>\u201cIsrael will retain security responsibility, including a security perimeter, for the foreseeable future,\u201d Netanyahu said. \u201cGaza will have a peaceful civilian administration that is run neither by Hamas nor by the Palestinian Authority, but by those committed to a genuine peace with Israel.\u201d<\/p>\n<p>Netanyahu\u2019s comments are also at odds with Trump\u2019s plan on Gaza\u2019s long-term governance. The plan suggests that the Palestinian Authority can take over Gaza\u2019s governance in the long run if it implements a series of reforms.<\/p>\n<h2 id=\"hamas-still-needs-to-respond\">Hamas still needs to respond<\/h2>\n<p>\u201cSo now, it\u2019s time for Hamas to accept the terms of the plan that we\u2019ve put forward today. And again, this is a different Hamas than we were dealing with, because I guess over 20,000 have been killed,\u201d Trump said.<\/p>\n<p>\u201cTheir leadership has been killed three times over. So, you\u2019re really dealing with different people than we\u2019ve been dealing with over the last four years, five years,\u201d he added.<\/p>\n<p>According to Al Jazeera\u2019s Marwan Bishara, this proposal involves \u201cthe surrender for Hamas\u201d.<\/p>\n<p>\u201cI wish I could put a better spin on it, but Trump\u2019s plan will be perceived by Hamas as an ultimatum to surrender, or else the US will back its best friend, Israel,\u201d he said.<\/p>\n<p>Now, they could be convinced that maybe they should surrender for the better, that maybe at least after three years of genocide and of incessant bombardment \u2026 that maybe that bloodbath will stop,\u201d Bishara explained.<\/p>\n<p>\u201cBut when the entire thing is based on the idea that there are terror networks in Gaza, that there are terrorists in Gaza, and this deal will ensure that they disarm and that the territory they once sort of governed under occupation will be disarmed, this is no less than a surrender,\u201d Bishara added.<\/p>\n<figure id=\"attachment_3994937\" aria-describedby=\"caption-attachment-3994937\"><img decoding=\"async\" data-recalc-dims=\"1\" loading=\"lazy\" src=\"http:\/\/www.aljazeera.com\/wp-content\/uploads\/2025\/09\/AP25272678711691-1759190079.jpg?w=770&#038;resize=770%2C513&#038;quality=80\" alt=\"President Donald Trump speaks during a news conference\" fetchpriority=\"low\"><figcaption id=\"caption-attachment-3994937\">Trump outlines his new plan\u00a0 [Alex Brandon\/AP]<\/figcaption><\/figure>\n<h2 id=\"trump-s-message-to-palestinians\">Trump\u2019s message to Palestinians<\/h2>\n<p>In outlining the proposal, Trump said the plan was intended to provide Palestinians with an opportunity to take responsibility for their future.<\/p>\n<p>\u201cSo, there are many Palestinians who wish to live in peace. I\u2019ve seen so many of them, and they have support,\u201d he said.<\/p>\n<p>\u201cI challenge the Palestinians to take responsibility for their destiny, because that\u2019s what we\u2019re giving them. We\u2019re giving them responsibility for their destiny, [to] fully condemn and prohibit terrorism and earn their way to a brighter future. They don\u2019t want the life that they\u2019ve had. They\u2019ve had a rough life with Hamas,\u201d he added.<\/p>\n<p>\u201cIf the Palestinian Authority does not complete the reforms that I laid out in my vision for peace in 2020, they\u2019ll have only themselves to blame.\u201d<\/p>\n<p>Tareq Abu Azzoum, reporting from Gaza, said that people remained sceptical about the success of this plan.<\/p>\n<p>\u201cMany Palestinians believe that the current demands regarding the demilitarisation and removal of Hamas might be rejected,\u201d he said.<\/p>\n<p>\u201cStill, people are looking forward to any kind of cessation of hostilities that can ensure the withdrawal of the Israeli military from Gaza, the release of Palestinian prisoners, and a guarantee that hostilities will not resume again, which was not quite obvious in the current plan,\u201d he added.<\/p>\n<figure id=\"attachment_3994965\" aria-describedby=\"caption-attachment-3994965\"><img decoding=\"async\" data-recalc-dims=\"1\" loading=\"lazy\" src=\"http:\/\/www.aljazeera.com\/wp-content\/uploads\/2025\/09\/AP25272680000950-1759190614.jpg?w=770&#038;resize=770%2C513&#038;quality=80\" alt=\"Trump and Netanyahu \" fetchpriority=\"low\"><figcaption id=\"caption-attachment-3994965\">Donald Trump with Israeli Prime Minister Benjamin Netanyahu [Evan Vucci\/AP]<\/figcaption><\/figure>\n<h2 id=\"us-will-back-israel-to-do-what-you-have-to-do-if-hamas-rejects-the-deal\">US will back Israel to \u2018do what you have to do\u2019 if Hamas rejects the deal<\/h2>\n<p>Trump also addressed the possibility that Hamas might reject the proposal, stressing both US support for Israel and the need to confront the group directly.<\/p>\n<p>\u201cAnd, if Hamas rejects the deal, which is always possible\u2026 as you know, Bibi, you\u2019d have our full backing to do what you would have to do,\u201d Trump said, using Netanyahu\u2019s nickname.<\/p>\n<p>\u201cA notable point is that Hamas has not agreed yet to this plan,\u201d said Al Jazeera\u2019s Mike Hanna, reporting from New York.<\/p>\n<p>\u201cThis is basically a green light for intensified Israeli action in Gaza if Hamas does not accept this 20-point plan,\u201d he added.<\/p>\n<h2 id=\"i-support-your-plan-netanyahu-said\">\u2018I support your plan,\u2019 Netanyahu said<\/h2>\n<p>\u201cI support your plan to end the war in Gaza, which achieves our war aims. It will bring back to Israel all our hostages, dismantle Hamas\u2019s military capabilities and its political rule, and ensure that Gaza never again poses a threat to Israel,\u201d Netanyahu said.<\/p>\n<p>Al Jazeera\u2019s James Bays, reporting from the United Nations, questioned Netanyahu\u2019s intentions.<\/p>\n<p>\u201cNetanyahu has welcomed this, but does he really believe in it? He has, for some time, not been prepared to end the war or allow aid in,\u201d Bays said.<\/p>\n<p>\u201cThe plan says there should be a credible pathway to Palestinian statehood, but that\u2019s something Netanyahu has fought against his entire political career.\u201d<\/p>\n<p>\u201cSo, I think it could bring short-term benefit for the people of Gaza, but with many questions about how this will all happen and potential hurdles on the way,\u201d Bays added.<\/p>\n<h2 id=\"israel-will-finish-the-job\">Israel will \u2018finish the job\u2019<\/h2>\n<p>Speaking about the sequence of actions that would follow agreement on the plan, Netanyahu outlined a phased approach, linking withdrawals, captives\u2019 releases and the role of an international oversight body.<\/p>\n<p>\u201cIf Hamas agrees to your plan, Mr President, the first step will be a modest withdrawal, followed by the release of all our hostages within 72 hours. The next step will be the establishment of an international body charged with fully disarming Hamas and demilitarising Gaza.\u201d<\/p>\n<p>\u201cNow, if this international body succeeds, we will have permanently ended the war. Israel will conduct further withdrawals linked to the extent of disarmament and demilitarisation, but will remain in the security perimeter for the foreseeable future.\u201d<\/p>\n<p>Netanyahu warned of the alternative if the plan were rejected or subverted.<\/p>\n<p>\u201cBut if Hamas rejects your plan, Mr President, or if they supposedly accept it and then basically do everything to counter it, then Israel will finish the job by itself.\u201d<\/p>\n<p>\u201cThis can be done the easy way, or it can be done the hard way, but it will be done.
