The building then collapsed to its second-floor.<\/p>\n<p>About 86 children and teachers were inside when the drone struck, Russian authorities said. At least 35 were injured, three critically, with some trapped under the rubble. The victims were aged between 14 and 18.<\/p>\n<p>\u201cRescuers continue to pull out the injured children and bodies of the dead, despite a repeated threat of more UAV attacks,\u201d said Yulia Shapovalova, Al Jazeera\u2019s Moscow correspondent.<\/p>\n<p>Luhansk, over which <a href=\"http:\/\/www.aljazeera.com\/news\/2026\/4\/1\/russia-claims-to-take-full-control-of-ukraines-luhansk-region\">Russia claimed full control <\/a>in April, is one of four Ukrainian regions occupied or partly occupied by Russian forces.<\/p>\n<p>Both Russia and Ukraine deny targeting civilians in the continuing war, which was sparked by Moscow\u2019s forces launching a cross-border assault in February 2022.<\/p>\n<h2 id=\"monstrous-crime\">\u2018Monstrous crime\u2019<\/h2>\n<p>Kremlin spokesman Dmitry Peskov called for those responsible to face justice.<\/p>\n<p>\u201cThis is a monstrous crime. An attack on an educational institution where children and young \u2060people are present,\u201d he said, according to Reuters news agency.<\/p>\n<p>Russian Foreign Ministry spokesperson, Maria Zakharova, told state-owned news agency RIA Novosti that the strike was a \u201cdeliberate\u201d attack against children.<\/p>\n<p>Ukraine is yet to respond to Russia\u2019s allegations, or the reported attack on the dormitory.<\/p>\n<p>Moscow has launched a criminal investigation. According to Russia\u2019s Investigative Committee, Ukraine used four UAVs to strike the dormitory and other buildings in Starobilsk.<\/p>\n<p>Photos and video released by Russian authorities showed rescue workers carrying one man out of the rubble of severely damaged buildings \u2013 one of them \u200cappeared to have partially collapsed, with fires still burning.<\/p>\n<p>Yana Lantratova, Russia\u2019s human rights commissioner said they expect international organisations to respond to the attack on a \u201ccivilian facility where children study and live\u201d.<\/p>\n<h2 id=\"serious-disruption\">Serious disruption<\/h2>\n<p>Russia\u2019s Defence Ministry said 217 Ukrainian drones were shot down overnight across the country.<\/p>\n<p>Constant attacks by Ukraine have \u201cnegatively impacted\u201d Russia\u2019s oil and domestic petrol production, said Shapovalova.<\/p>\n<p>\u201cAnalysts say the situation may lead to significant disruptions for Russia\u2019s economy and its ability to carry on with the war with Ukraine.\u201d<\/p>\n<p>The report of the Luhansk attack follows a pledge by Ukrainian President Volodymyr Zelenskyy to respond to <a href=\"http:\/\/www.aljazeera.com\/news\/2026\/5\/15\/zelenskyy-vows-response-after-russian-strike-kills-24-in-kyiv\">Russia\u2019s recent raid on Kyiv <\/a>which killed 24 people.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Moscow claims the attack hit a student dormitory killing at least four people.
