Al-Hayya beat Meshaal by just a single vote, winning 35 of the 69 votes cast.<\/p>\n<p>His election potentially gives the US one leader within the movement to deal with, experts say.<\/p>\n<p>Al-Hayya, widely viewed as a pragmatist, was reportedly involved in direct negotiations on Gaza with US President Donald Trump\u2019s son-in-law Jared Kushner and Special Envoy Steve Witkoff last October.<\/p>\n<p>Despite his apparent links to Iran, his election win and the rapport he established with Witkoff during the talks could enable more US-led negotiations on Gaza\u2019s future<\/p>\n<p>\u201cHe\u2019s seen as a very organic part of the Iranian-styled Axis of Resistance, but he\u2019s equally comfortable pursuing negotiations and diplomatic paths. For instance, my understanding is that Witkoff was very keen on negotiating with al-Hayya directly,\u201d said Muhammad Shehada, a visiting fellow with the European Council on Foreign Relations (ECFR) and a Gazan researcher, writer and human rights advocate.<\/p>\n<p>\u201cHe also known inside Hamas as the \u2019father of four martyrs,\u2019 referring to the two sons who were killed before October 7, one who was killed during the Israeli strikes on Doha, while discussing Witkoff\u2019s proposal [in September 2025], and one who was killed afterwards.\u201d<\/p>\n<p>Their deaths carry a connection to Witkoff, whose son died at the age of 22 in 2011, Shehada said.<\/p>\n<p>Witkoff acknowledged the bond during a <a href=\"https:\/\/www.cbsnews.com\/news\/israel-hamas-negotiation-process-witkoff-kushner-60-minutes\/\">60 Minutes interview with CBS News<\/a>, where the envoy said he offered his condolences to Al-Hayya.<\/p>\n<p>\u201cWe expressed our condolences to him for the loss of his son. He mentioned it, and I told him that I had lost a son and that we were both members of a really bad club: parents who have buried children,\u201d he said.<\/p>\n<h2 id=\"continuity-candidate\">\u2018Continuity candidate\u2019<\/h2>\n<p>Born and raised in Gaza, <a href=\"http:\/\/www.aljazeera.com\/news\/2026\/7\/20\/who-is-khalil-al-hayya-hamas-newly-elected-political-chief\">al-Hayya<\/a> served as the group\u2019s exiled Gaza chief and principal negotiator in ceasefire and prisoner-swap negotiations during Israel\u2019s ongoing genocide in the enclave.<\/p>\n<p>His profile within <a href=\"http:\/\/www.aljazeera.com\/news\/2023\/10\/8\/what-is-the-group-hamas-a-simple-guide-tothe-palestinian-group\">Hamas<\/a> grew significantly following the assassinations of both Sinwar and former political chief Ismail Haniyeh, in Tehran in July 2024.<\/p>\n<p>Al-Hayya was among leaders <a href=\"http:\/\/www.aljazeera.com\/news\/2025\/9\/10\/who-is-khalil-al-hayya-who-else-was-targeted-in-israels-attack-on-qatar\">targeted in an Israeli strike in Doha<\/a> last year.<\/p>\n<p>Hugh Lovatt, a senior policy fellow at the ECFR, said al-Hayya\u2019s election is unlikely to fundamentally change the movement\u2019s internal structures.<\/p>\n<p>\u201cHe\u2019s very much the continuity candidate. He was the deputy head in Gaza under Sinwar and has been close to the senior leadership for some time,\u201d Hugh Lovatt, a senior policy fellow at the ECFR, said. \u201cWhile he\u2019s been described as hardline and close to Iran, both of those come with heavy caveats.\u201d<\/p>\n<p>Al-Hayya is considered a practical political figure, who could guide Hamas along a similar trajectory it has been on since the October 2025 Gaza ceasefire, <a href=\"http:\/\/www.aljazeera.com\/video\/newsfeed\/2026\/7\/20\/israeli-air-strike-injures-14-in-gaza-city\">despite Israel\u2019s repeated violations of the agreement<\/a>.<\/p>\n<p>\u201cThere are certainly more hardline figures within the group and al-Hayya has proven himself a pragmatist throughout ceasefire negotiations with Israel,\u201d said Lovatt.<\/p>\n<p><span>\u201cSimilarly, with Iran, there are more vocal supporters in the group and Hamas has always calibrated its support between Arab states and Tehran, so there\u2019s no indication Hamas is about to come under Iranian control.\u201d<\/span><\/p>\n<figure id=\"attachment_3937013\" aria-describedby=\"caption-attachment-3937013\"><img decoding=\"async\" data-recalc-dims=\"1\" loading=\"lazy\" src=\"http:\/\/www.aljazeera.com\/wp-content\/uploads\/2025\/09\/2025-09-09T140306Z_601616352_RC2VH4AH1WQN_RTRMADP_3_QATAR-SECURITY-1757446078.jpg?w=770&#038;resize=770%2C538&#038;quality=80\" alt=\"Khalil Al-Hayya at a media conference in Beirut, shortly after Israel\u2019s war on Gaza began\" fetchpriority=\"low\"><figcaption id=\"caption-attachment-3937013\">Khalil Al-Hayya at a media conference in Beirut, shortly after Israel\u2019s war on Gaza began [File: Esa Alexander\/Reuters]<\/figcaption><\/figure>\n<p>Hamas has retained its<a href=\"http:\/\/www.aljazeera.com\/news\/2026\/7\/13\/hamas-denies-un-accusations-over-gaza-aid-distribution-interference\"> administrative<\/a> presence in Gaza, where al-Hayya is said to have a reputational affinity with, despite the territory being almost completely destroyed by Israel\u2019s war and the killing of at least 72,000 Palestinians.<\/p>\n<p>Though Hamas\u2019s military functions have been severely depleted by continuous Israeli strikes, the movement continues to oversee basic civil functions, including health services and emergency rescue operations across the Strip.<\/p>\n<p>\u201cThis appointment delivers two bold messages: one is that Hamas\u2019s internal structure and processes are still intact and functioning properly despite all odds, including the killing of most of its political and military leadership,\u201d Khaled al-Hroub, a professor in residence at Northwestern University in Qatar, said. \u201cThe second is that Gaza still enjoys the lion\u2019s share in decision-making.
